Potioneering is a Clan Upgrade which can be purchased in the clan tab "Upgrades". Leaders and deputies are the only roles that are able to purchase these upgrades.
Note: This perk's effect is multiplicative when used in combination with the 
Responsible drinking Upgrade, resulting in a potion duration multiplier of 1.375x
