Lil' archer can be obtained by completing combat related 
Quests. This combat pet acts as an equipment piece for the player's pet slot to increase the player's archery strength and archery accuracy. Combat pets are different from skilling pets in that they have no tasks to do independently. Lil' archer will only be active while equipped when the player is in combat while using archery.
Combat Pet
While equipped Lil' archer will receive 20% of the experience that the player gains in combat, so long as the attack style used is archery. This 20% is a bonus and is not subtracted from the experience that the player earned.
In addition to leveling up, Lil' archer also has an upgrade tier table. Upon reaching level 10/25/40/50/70/85 it can be upgraded by sacrificing gemstones. In total it costs: 18 
Refined gemstones, 15 
Great gemstones, 12 
Elite gemstones, 9 
Superior gemstones, 6 
Outstanding gemstones, and 3 
Godlike gemstones to upgrade Lil' archer to the maximum tier of 7. See the table below for pet stats at each tier:
