Most efficient fisherman

Most efficient fisherman skilling perk is available on the Local market tab, under upgrade dealership and in the Skilling category. The perk goes up to Tier 5, with increased costs (1-10m) and increased effect (10-50%)
- The effect does NOT stack from each tier and the newest tier overwrites the first
- It is also required to have the cooking level of the fish you are fishing, to cook it through the perk
