At level 65, the Wand of lifesteal + Wizard's Book / Book of Terrors is better than the Outstanding staff.

Godlike staff is better than wand + book.

Gold (Rare) / Diamond (Exceptional) Enchanted earrings with magic enchantments are better than any hat.

Wizard's boots are your endgame boots; however, they are expensive, and you can use one of the archery boots until then.
