Responsible drinking perk is available on the Local market tab, under Upgrade dealership, and in the Unlocked with items category.
- Potion effects last 10% longer.
Note: This perk's effect is multiplicative when used in combination with the 
Potioneering Clan Upgrade, resulting in a potion duration multiplier of 1.375x
